Board Resources

Many documents and tools have been developed to assist the CFSA boards in their governance role. Following is some background information about the inception of the various documents and how they fit together.

Board Member Manual

The Board Member Manual is to assist in orienting CFSA board members.

Volume 1 (new version coming soon) is intended to serve as an orientation about the ministry, the regions, and the role of the board.

Volume 2 (updated August 2011) contains reference material specific to the governance role of the boards and includes all of the resource documents below.

Volume 3 (updated August 2011) includes legislation pertinent to the work of the CFSAs.

Aboriginal Resources

The Provincial Aboriginal Advisory Committee (PAAC) is a standing subcommittee of the Assembly of Co-Chairs and has pulled together an inventory of resources, referred to as the Aboriginal Toolkit.  For more information, please contact Board Resources and Development.

PAAC was instrumental in developing a video entitled, "Aboriginal Voices -- Sharing a Vision."  The video captures the spirit of the work done by PAAC and the importance of both the Aboriginal Pillar and the Co-Chair model.  If you would like to view a copy of the video, please contact Board Resources and Development.

CFSA and department staff worked collaboratively to develop the Aboriginal Pillar Framework.  The framework is intended to guide the work being done in the ministry to achieve improved outcomes for Aboriginal children.  A copy of the Aboriginal Pillar Framework is included in Volume 2 of the Board Member Manual (see link above).

Governance Accountability Framework

Department staff and the Assembly of Co-Chairs developed the Governance Accountability Framework as a result of the not yet proclaimed Alberta Public Agencies Governance Act (Bill 32) and recommendations in the 2010 CFSA Governance Review regarding greater clarity of roles and responsibilities.

The purpose of the Governance Accountability Framework is to assist the ministry in ensuring effective regional governance.  The framework contains a Mandate and Roles Agreement that sets out fundamental responsibilities and accountabilities for the Minister, the Deputy Minister, the CFSA, the board and the CEO.  In addition, it identifies the key processes by which governance accountability is monitored.

Core Governance Policies

The Core Governance Policies provide a strong governance model for the boards while confirming their status as agents of the Crown, accountable to the Minister. The policies draw from a number of sources:

  • CFSA regulations;
  • previous CFSA core by-laws and board governance policies;
  • business plan guidelines;
  • the Ministry's risk management strategy; and
  • literature on governance best practices.
